Sana'a, NewsYemen, private:

Security sources in Sanaa told NewsYemen that disputes have escalated between the leaders of the security and intelligence apparatus of the Iranian arm in Yemen, against the background of the conflict over the tasks and powers granted to each of them.

And the Security and Intelligence Service is a device resulting from the Houthi militia merging the two agencies (Political Security and National Security), which are two security institutions that are directly subordinate to the presidency (the President of the Republic) and are subject to his directives, before the Houthi merged them into one agency called the Security and Intelligence  .

The sources added: The disputes started after the head of the Houthi leadership apparatus, Abdul Hakim Al-Khaiwani, traveled abroad for treatment in early August, accompanied by the Omani delegation that visited Sana’a to mediate to extend the current truce, and his issuance of written directives to the agency’s agent, Fawaz Nashwan, to carry out his duties in full, which angered  His deputy, Abdul Qadir Al-Shami, who considered these directives a personal insult to him, and an attempt by Al-Khaiwani to show him as if he was incompetent to take responsibility, and was not trusted to manage the agency.

She explained that the differences escalated dramatically during the operations of the Houthi intelligence service to secure the recent military parades organized by the militias, as both the deputy head of the intelligence service and the agent in charge of the president's duties tried to identify and assign the elements that would undertake the tasks of insurance, as well as supervise the process of disbursing the funds allocated to them, which is  What caused disagreements between them, to the extent that Al-Shami incited some elements loyal to him to reject any directives issued by anyone else.

The sources indicated that the office of the militia leader, Abdul-Malik al-Houthi, intervened to calm the differences between the two parties, justifying this by the necessity of completing the task of securing military parades and celebrations for the anniversary of the Houthi coup, provided that the differences between them would be resolved later, stressing that the deputy head of the apparatus, Abdul-Qader al-Shami, accepted the proposal of the militia leader’s office, on condition that the solution include  Either grant him the powers to fully administer the agency throughout the period of Al-Khaiwani's absence, or dismiss him from his position and appoint a replacement for him.

While the sources confirm that Al-Khaiwani enjoys absolute influence with the militia leader and his office, unlike his deputy, Al-Shami, who does not have that influence, they indicated that the militia leader and his office will try to calm the differences until they know what will happen to the health of Al-Khaiwani, who sources indicate that he suffers from several diseases.  Among them are diabetes, high blood pressure, and blockage of heart arteries, and he had previously suffered a mild stroke, which he overcame before being taken abroad for treatment.

It is worth noting that since the establishment of the Security and Intelligence Service (by merging the Political and National Security Apparatus) by the militias, the latter has dismissed the majority of the national security cadres that used to work in the two agencies and replaced them with security elements affiliated with them, most of whom are called (Preventive Security), which is the intelligence agency for the militias.  Before and after its coup against the authority and its armed control over the capital and state institutions on September 21, 2014, the members of this apparatus received special training courses in Tehran and Lebanon at the hands of security leaders affiliated with the Iranian Revolutionary Guard.  And experts affiliated with the Lebanese Hezbollah.  They are the leaders entrusted with the tasks of arresting and torturing the kidnapped and detained opponents and opponents of the militias.
